  WHAT WILL THE TAX BE USED FOR EXACTLY?

½ Cent Construction Tax:
½ Cent sales tax for construction bonds will only go to
pay-off the debt! The construction bonds will be used
for the cost of building the jail, paying the architect and
builder, setting up 6-month debt service reserve
(required), paying the underwriters and costs of
issuance. 100% of this ½ cent sales tax will go to retire
the debt with an estimated pay-off of less than 8 years.
 
¼ Cent Maintenance and Operations Tax:
The proposed ¼ cent permanent sales tax can only be
used for jail operations and maintenance, not for other
Sheriff Dept activities. Between the time when the tax
goes into effect and the facility becomes operational,
the ¼ cent tax will go toward the principal on the
construction bonds. Thus, it will help reduce the 10-year
term to under 8 years.

Currently, the jail is funded out of the general fund but
that is unsustainable due to the 2014 jail standards,
rehabilitation goals, and mandatory minimum wage
increases.

As explained in the previous article, the actual sales tax
Stone County utilizes is .76% after paying the City of
Mtn. View $319,263.22. This ¼ cent is needed to meet
minimum wage staffing, maintenance and operations.

City of Mtn View’s bond has a 1 cent sales tax: explain.

The city has a 1 cent sales tax for city operations as well
as another 1 cent city sales tax for water system capital
improvement plus 24% of the county’s sales tax = total
2.24%. The Mtn View bond’s wording allows flexibility,
for these proceeds to be used for bills, payroll and other
improvements.

     NOT SO WITH THIS ½ CENT COUNTY TAX PROPOSAL
                100% goes to retire the debt on the bonds
